New Heads of Mission of Trinidad and Tobago Overseas Missions receive Instruments of Appointment

Senator the Honourable Dr Amery Browne, Minister of Foreign and CARICOM Affairs, presented Instruments of Appointment on Tuesday 17th August, 2021 to five (5) new Heads of Mission to serve at Trinidad and Tobago’s Overseas Missions in the Federative Republic of Brazil; the People’s Republic of China; the Republic of South Africa; the United Kingdom of Great Britain and Northern Ireland; and the Bolivarian Republic of Venezuela.
His Excellency Gerard Greene will take up the position of Ambassador to the Federative Republic of Brazil while Her Excellency Analisa Low will be Trinidad and Tobago’s Ambassador to the People’s Republic of China. His Excellency Dr Lovell Francis is to be this country’s High Commissioner to the Republic of South Africa and His Excellency Vishnu Dhanpaul will be Trinidad and Tobago’s High Commissioner to the United Kingdom of Great Britain and Northern Ireland. His Excellency Major General (Ret’d) Edmund Dillon will assume duties as Ambassador to the Bolivarian Republic of Venezuela.

Minister Browne informed the newly appointed Heads of Mission that they will be guided by the Government’s policy framework, in their work to deepen Trinidad and Tobago’s bilateral and multilateral partnerships, as they seek to project and advance the global interests of Trinidad and Tobago in the international arena.

Ambassador Gerard Greene is a former career diplomat with over 35 years of experience in the Foreign Service of Trinidad and Tobago where he served in various capacities including formerly serving in the position of Counselor at the Embassy of Trinidad and Tobago in Brazil during the period 1996-1999. Ambassador Analisa Low is an International Affairs professional with experience managing bilateral agreements and policy matters. High Commissioner Lovell Francis is a former Minister of State in the Ministry of Education (2015 to 2020) and former Member of Parliament for Moruga/Tableland. High Commissioner Vishnu Dhanpaul is a retired Public Servant who served in various capacities in the Public Service of Trinidad and Tobago including as Permanent Secretary in the Ministries of Finance, Energy and Energy Industries, and Public Utilities. Ambassador Major General (Ret’d) Edmund Dillon is a former Chief of Defence Staff of the Trinidad and Tobago Defence Force, former Minister of Housing and Urban Development (2018-2020), former Minister of National Security (2015 to 2018) and former Member of Parliament for Point Fortin.
