Strategic Mission Aimed at Securing Investment and Strengthening International Partnerships
The Government of the Republic of Trinidad and Tobago is pleased to announce that the Honourable Sean Sobers M.P., Minister of Foreign and CARICOM Affairs, is leading a Ministerial Delegation on a strategic investment mission to the United Arab Emirates (UAE) and the Kingdom of Bahrain from 24th November to 2nd December, 2025.
This mission represents a critical step in the Government’s continued efforts to attract new streams of foreign investment, expand international partnerships, and secure concessional financing to advance Trinidad and Tobago’s national development agenda.
Minister Sobers is accompanied by the following Ministers:
- the Honourable Jearlean John M.P., Minister of Works and Infrastructure, and
- the Honourable Saddam Hosein M.P., Minister of Land and Legal Affairs and Minister in the Ministry of Agriculture and Fisheries.
The delegation also includes senior officials:
- Mr. Randall Karim, Permanent Secretary (Ag.), Ministry of Foreign and CARICOM Affairs and Head of the Foreign Service;
- Mr. Shankar Bidaisee, Chairman, Urban Development Corporation of Trinidad and Tobago (UDeCOTT); and
- Mr. Sebastien Paddington, Programme Manager, UDeCOTT.
The delegation departed Trinidad and Tobago on 21st November, 2025. The mission begins in Dubai, United Arab Emirates, from 24th- 27th November, followed by high-level engagements in Manama, Kingdom of Bahrain, from 28th November – 2nd December.
Acting on the directive of the Honourable Kamla Persad-Bissessar (S.C., M.P.) Prime Minister of the Republic of Trinidad and Tobago, the delegation will engage in a series of bilateral meetings focused on key priority areas, foremost among them the sourcing of funding and financing for transformative national projects as detailed in the Government’s Revitalisation Blueprint.
This mission builds on the momentum established during the Prime Minister’s highly successful visit to the United States in September 2025, where she attended the United Nations General Assembly and conducted several influential bilateral meetings.
Among these were:
- A bilateral meeting between the Honourable Prime Minister and His Highness Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs of the United Arab Emirates; and
- A bilateral meeting between His Excellency Shaikh Abdulla bin Rashid Al Khalifa, Ambassador of the Kingdom of Bahrain to the United States, and the Honourable Saddam Hosein M.P., Minister of Land and Legal Affairs and Minister in the Ministry of Agriculture and Fisheries.
These engagements laid the groundwork for deepening Trinidad and Tobago’s relationships with both the UAE and Bahrain, two enterprising economies with strong investment portfolios, advanced technologies, and proven success in large-scale national transformation projects. This mission seeks to translate these diplomatic ties into tangible economic opportunities for the people of Trinidad and Tobago.
During this period, the Honourable Barry Padarath M.P., Minister of Public Utilities and Minister in the Office of the Prime Minister, will serve as Acting Minister of Foreign and CARICOM Affairs.
Senator the Honourable John Jeremie S.C., Attorney General will act as Minister of Land and Legal Affairs, while Senator the Honourable Eli Zakour, Minister of Transport and Civil Aviation will act as Minister of Works and Infrastructure.
The Government remains committed to pursuing every opportunity to secure new investment, build strategic partnerships, and strengthen Trinidad and Tobago’s presence on the global stage. This mission is a strong demonstration of that commitment and a key component of our plan to deliver sustained economic growth and development for all citizens.
